Developers choose which breakpoint to use based on the device using the website, so that the website will display differently for different devices. Breakpoints also known as media queries are used on a lot of the websites that you use, they use them for the ease of the user and so that the page doesn't get all wonky when using bigger or smaller screens that what it was made for.
